September 16, 1912, "Temporary Statutes for Lawyers" was announced. Only the excption of Cao Rulin, who worked in the President's office in Beijing, won the no. 1, all the lawyer's licenses were issues after this date. The rise of lawyers marks a milestone of China's advancement toward Western styled law-governed state.
