Oscar Paul Trautmann visited Chiang Kai-shek trying to arbitrate between China and Japan's military condition. From 1928 to 1937, China made efforts to reform the military institution. Germany was one of the most important model to follow. However, along with the closer relationship between Germany and Japan, China eventually broke up with Nazi Germany.
