November 9, 1920, Sun Yat-sen explained the meaning of "pre-Constitutional government". "pre-Constitutional government" is an idea invented by Sun Yat-sen as a preparatory stage of Constitutional government. Between 1928 and 1947, the idea prevailed in China and brought certain influences.
