November 29, 1893, Zhang Zhidong, Governor in General of Huguang, reported to establish the self-strengthening school. It later became today's Wuhan University. Among the governors in late Qing, Zhang particularly paid attentions to education. His original purpose was to educate leaders for the Qing empire, however, it turned out to enlighten young men to be against the Qing empire. Thus Sun Yat-sen said that Zhang was a great revolutionist without advocating revolution.
