Abstract:
A postal affairs and law expert, Liu drafted the Postal Law and postal regulations. After coming to Taiwan, he took the post of as stand-in director of the Directorate General of Posts of the Republic of China, as well as overseeing the drafting of basic laws for the transportation and communication industries. The contents of this book reach back to the founding of a modern postal service in China in 1868 and end with the relocation of the Directorate General of Posts to Taiwan; they should be considered invaluable material relating to the history of the ROC postal service.
