    Abstract:
    Fu Bingchang (Fu Ping-Chang) worked for Sun Yat-sen and was in charge of negotiations. When the Kuomintang established a capital in Nanjing, he served as one of the first legislators and made enormous contributions to the drafting of Civil Law, Maritime Law, and the "5-5" amendments to the constitutional draft. During the War of Resistance Against Japan he was actually in charge of diplomacy. In 1942, he became Ambassador to the USSR, and, after the severing of diplomatic relations between China and the USSR, he lowered the flag and left Russia. He later served as the vice president of the Justice Yuan.
