On the eve of victory in the War of Resistance, Huang was posted to the Nanjing branch of the Three People's Principles Youth Corps Support Group as secretary. Afterward, he was elected to the Legislative Yuan. Within the Legislative Yuan, he was both the party secretary and also deputy director of the Institute of Revolutionary Practice, deputy secretary-general of the Central Kuomintang Policy Committee, and deputy secretary-general of the KMT Central Committee. After he retired, he was a national policy adviser.
