Abstract,
The impact of the frequent turnover of Zhejiang Provincial Chairmen during 1927-1937 on provincial governance remains largely unexamined in existing scholarship.  This paper addresses this gap by conducting a data-driven analysis of the personal papers of Zhu Jiahua, the last provincial chairman before the Sino-Japanese War broke out.  These materials, preserved at the Archives of the Institute of Modern History, Academia Sinica, include numerous reference letters and other personnel records.  By illuminating the personnel size of Zhejiang Provincial Government, the scale of the 1936-1937 reshuffle, the prevalence and effectiveness of private recommendation, the provincial chairman's personnel power is rendered visible, quantifiable and evaluable.
