September 17, 1928, the nationalist government declared to establish provinces in Inner Mongolia and Tibet regions' Rehe, Chahar, Suiyuan, Ningxia, Qinghai, and Xikang. Originally the Chinese revolution announced to "expel the barbarians and restore China", but later the slogan turned out to become "Five Races under One Union". How to succeed the multi-ethnical heritage left by the Qing Empire became an important issue to the later Chinese governments. The establishment of these provinces was one of the nationalist government's relavant efforts, however, it did not effect until the PRC.
