September 21, 1898, a coup d'Etat took place, Empress Dowager Cixi prisoned the Guangxu Emperor at Yingtai and seized the power. The emperor's reforms were almost completely abolished. Despite it was broadly believed the cause of the coup d'Etat was Yuan Shikai revealed the emperor's conspiracy to confine the empress dowager leniently, it was true that the emperor's new policies were too close to the foreigners, which alarmed the conservative wing.
