September 23, 1884, Li Hongzhang was granted the post of Grand Secretariat, Governor-in-general of Zhili, and Minister of Northern Ocean. This is the peak of Li's fame and power. Li was the most internationally well-known Chinese figure in Late Qing. He was praised by Stephen Grover Cleveland, President of United States, as one of the four greatest men in the world.
