May 18, 1915, Department of Agriculture & Commerce proposed to held Fairs for national goods. One of the important reasons to held Expo or fairs is to promote goods. Due to the import of foreign merchandise, the domestic products lost the market. The deficiency of international balance caused by this reason might not be less than the opium trade. Furthermore, the bankruptcy due to the domestic industries' failure caused social problems. Therefore promoting private industries was an essential issue for the late Qing and early Republican China.
