When the ROC government retreated to Taiwan in 1949, it instituted martial law due to considerations of political stability. The Martial Law Period (1949-1987) gave the intelligence apparatus overwhelming power with which they could imprison or sentence their opponents without due process; this period is known as the "White Terror."
