    Abstract:
    At the sides of the Taiwan Straits, KMT and the CPC had respectively established political power since 1949. It doesn’t mean the two parties are far from each other on the idea of ruling and system, however. From the perspective of implementing party-state system looking into the times of Chiang Kai-shek’s and Mao Ze-dong’s, there are somewhat in common in some aspects. The book illustrates various important developments of educational reorganization, visual propaganda, and ethnic politics during the two parties’ reconstructing-institutions. The purpose of the study was to investigate the effects of setting system of Chinese Academy of Sciences up and dividing comprehensive university into several parts under National Government as well as to probe into the origin and transition of Taiwanese ideology and discuss the identity towards “the Hui”, with visual propaganda or by using overturning views on politics over fifty minorities.
