While he was studying in Japan, Man joined the Tongmenghui, and took part in the Huanghuagang uprising and others, including the Wuchang Uprising. Later, he took charge of the national labor movement. He served in the Legislative Yuan, as the Mayor of Nanjing, and as a member of the National Government. After the War of Resistance was won, he was restored to the position of Mayor of Nanjing. After coming to Taiwan, he served as the chairman of the Central Disciplinary Committee.
