Abstract:
Ke Taishan was from Jiayi (Chiayi), Taiwan. When he was young, he moved to the mainland due to being unable to bear living under Japanese rule, and entered the War of Resistance, providing the Chinese authorities with quite a bit of information related to Taiwan. The authorities dispatched him to assist in the recovery of Taiwan in 1945. Later, feeling that Taiwan's international situation was difficult, in 1950 he went to America to study international law to allow him to express his views on the Taiwan problem. After returning to Taiwan, he headed the first Taipei City Civil Affairs Bureau, where he concentrated on psychological construction work.
