    Abstract:
    Zhang Xizhe (Chang Hsi-chi) once worked as a KMT cadre in Guangdong, as Director of the Central Propaganda Department, and served as director of general affairs of the Ministry of Education after coming to Taiwan. In 1940, he became a legislator and served on the Education Committee, the Overseas Chinese Affairs Committee and the Foreign Affairs Committee for a long period. He achieved a great deal in the legislature. When he was president of Fengjia University, he laid the foundation for restructuring the university. He chaired private groups including ROC-Indonesia and ROC-Okinawa culture and economic exchange associations, greatly assisting in people-people diplomacy and cultural exchange between the ROC and the rest of the world.
