Abstract:
Tchen Hiong-fei (1911-2004) was born in Shanghai. He received Ph.D. degrees in Aurore University of Shanghai and Université de Paris in France. He entered the Ministry of Foreign Affairs in 1944. Later in 1949, Dr. Tchen served as Counselor and Minister Chargé d’affaires to France, then in turn Ambassador to Belgium, Luxembourg and Uruguay in the following years. He played as a principal negotiator in establishing diplomatic relations with the newly independent Francophone African countries. He participated in lots of international organizations fighting for the seat of the Republic of China. During his office of the Deputy Minister of Foreign Affairs, Tchen has not only experienced the ROC’s expulsion from the United Nations in 1971, but been also in charge of the following up rehabilitation the ROC’s diplomatic severing. He devoted himself to diplomatic arena even after his retirement in 1981. The career of His Excellency Ambassador Tchen Hiong-fei is actually a diplomatic history of the Republic of China.
