Abstract:
In political and intellectual circles of the late Qing, because of the success of Japan's reforms it was also believed that studying in Japan was better in some ways than going to Europe or America, and so they strongly encouraged students to go there, leading to a wave enthusiasm for studying in Japan. Studying in Japan was originally to be an emergency measure, and students' level was met with a great deal of suspicion, but their activities in Japan proved able to give rise to attention and concern at all levels in China and Japan.
