摘要:
本報告旨在討論1941-1945年太平洋戰爭期間,日本控制下的上海公共租界工部局、維琪法國駐滬領事監管的法租界公董局及與日本人合作的南京國民政府,如何透過發布行政命令及制定法律,來推動房屋租賃制度改革。在此過程中,租界地區多樣的法律文化如何相互折衝?握有行政權的租界市政當局與握有司法權的南京國民政府之間如何進行互動?而當日本與法國在1943年交還租界後,首度擁有上海全市行政權與司法權的南京國民政府,對這兩項權力的運用方式,又與之前有何異同?本報告將透過這些討論,省思戰爭對上海城市治理體制的影響。
