摘要：
近年隨著當代中國經濟的發展，有關資源委員會的研究主題多集中在重工業建設和人才培養。本文採取比較的觀點，利用檔案與日記等公私文書，從國民政府黨政領導人物的觀點，來探討1949年之前資源委員會技術官僚的形成。以資源委員會和軍事委員會侍從室進行比較，從政策設計、組織結構、技術專業、人才培養等方面進行分析，說明中國近代技術官僚形成的經過。
