摘要:「內部發行」是毛澤東時代發展出來的全面資訊控制系統中的一環,但它並不只發揮限制性作用,也常發揮創造性功能。它透過讓不同類別的讀者閱讀特定文本,創造出與既有社會類別不同的新閱讀群體;而它目標導向的發行方式,有時甚至可以創造新的文本。內部發行的目標其實不在限制閱覽,而是要確保特定的閱讀群體擁有閱讀特定讀物的特權,並在以「正確」的方式閱讀後,達成他們所應達成的任務。這種指示閱讀行為,可視為內部發行制度另一層次的創造性功能。
