The YWCA is an international women’s organization. In order to practice the concept of global sister exchange, the World YWCA sends experienced personnel to various countries to share organizational experience. These women are usually called foreign consultants. As the emissaries of the YWCA, what forces or beliefs impel them to cross to different countries and accomplish their missions? On what basis do they have belief to drive them across to different countries and achieve their mission? The Taipei YWCA was integrated into the network of the international organization network, and foreign consultants came to Taiwan. Being emissaries, how can they exert their influence and achieve their missions in Taiwan , among women of different nationalities and cultures, or between their own ideals and practices? This article focuses on the foreign consultants of Taipei YWCA, the multiple roles that they play, as well as the difficulties and challenges they face. I hope to outline the particularity of this female group, and then think about the significance of cross-border women for cultural exchanges.
