Abstract:
In his early years, Qi was a diplomat working on relations with Japan. After returning to China in 1929, he oversaw KMT party affairs in the North-east and served on the 6th Executive Committee. After the Constitution was enacted, he was elected to the Legislative Yuan. He came to Taiwan before the tide turned on the mainland, and, due to his support for democratic ideals, he was not liked by the government.
