摘要:1906 年清廷公布「禁煙十條章程」,預計以十年的時間,全面禁止國內鴉片生產與消費以及罌粟種植,並於隔年與英國簽訂禁煙條約,逐年遞減鴉片進口。此令一出,長久以來支持禁煙的士人與地方仕紳,紛紛投入禁煙的運動,並將過去累積的禁煙能量一次釋放。各地幾乎於1909年宣布縮短禁絕鴉片的時程,並將主力放在查緝種植罌粟的工作上。查禁的行動引起種植罌粟農村極大的反抗,長久以來的禁煙問題又浮上檯面。
